A gerund on an article (16-11-2007)

This is an example of Gerunds in the article ‘Question of the week: Should the government implement 12 years of free education?’ by Lai Cheuk-wai, 16, Fanling Kau Yan College. (On page 2 of Youngpost, from the November 15, 2007 edition of the South China Morning Post newspaper.)
